0008756: CPack PackageMaker generator should use PackageMaker 3 syntax where possible

CPack will never use the newer PackageMaker 3 syntax when building single-component packages.

The generator should check which version of PackageMaker is installed and use the newer syntax if possible. The older syntax should only be used when dealing with versions of PackageMaker < 3. The newer syntax has several benefits:

1) If CPACK_OSX_PACKAGE_VERSION is 10.5 or greater it will build new format 'flat' packages
2) For all CPACK_OSX_PACKAGE_VERSION settings, using the new syntax enables correct permissions to be set on system files in the package without having to build as root.

It's easy to re-activate a bug here if you can find a CMake developer who has the bandwidth to take it on, and ferry a fix through to our 'next' branch for dashboard testing.

Would this fix the issue described in this old-ish thread?

We have a package that last was released with the wrong permissions. Now looking for a solution that doesn't require the packager to `sudo make package` ...
