0012598: missing function of ItkMedianFilter (bug 0010970) doesn't appear in current Release (3.20.1)

Description

Hi,
It appears this was fixed in 'master' according to the issue history, I used the template/header attached to the bug report 0010970 in the code of 3.20.0 for some time, now I updated the current release and realize it's not included.
It seems to work fine in the 3.20 branch, coudln't this be ported as a bug fix to this so long as it's still the official Released version? The Mantis appears to indicate that it's fixed in 3.18 but i don't think that makes sense if it's only fixed on the 'master' (4.xx) ? it's a very small change and couldn't possibly break anything, could it?

Steps To Reproduce

Build the branch 'release' (3.20.1) , the official released version

Build a code that accesses itkMedianFunction and attempts to set the Median kernel radius
