0008921: no error message available when attaching tool fails in the tracker controller

Description

No error message was defined when the tracker controller initialization code failed to attach a tool. The problem was caused by the following configurations - initializing an aurora system while the actual system connected is a polaris and vice versa. Initializing communication worked fine as they share the same API, connecting the tool failed but no error message was given.
