Summary

0009858: Display build time in the time zone which is specified as start time

Description

E.g. for the kdelibs project, the Nightly start time is set to "20:00:00 CET".
It would be nice of the build time displayed on cdash would be reported for the same time zone, but cdash displays it as "EST"
