[CMake] per-folder compiler flags

hi all,

out of curiosity, why is COMPILE_FLAGS a target property, while 
COMPILE_DEFINITIONS is both a directory and a target property?

currently, i am setting CMAKE_CXX_FLAGS manually to achieve the behavior, 
that i need for my application ...
