0010187: Where to build the binaries - feature request for CMAKE variable

Description

I would like to be able to set the "Where to build the binaries" line in cmake GUI to a default value such as

SET( CMAKE_WHERE_TO_BUILD_THE_BINARIES whereeverDIR CACHE STRING "" FORCE )

This would allow specification by the creator of CMakeLists.txt files to specify and out of source tree build which is consistent for developers.
