0009833: Need to document --help-* for ctest

Description

It would be nice to document the fact that ctest --help-command-list actually do something.

Expected:
  Executing ctest --help, should produce:
  --help-command cmd [file] = Print help for a single command and exit.
  --help-command-list [file] = List available listfile commands and exit.
  --help-commands [file] = Print help for all commands and exit.
