0009969: test property TIMEOUT is not documented

Description

TIMEOUT property is not documented in the documentation of the command SET_TESTS_PROPERTIES. However, it is extensively used in e.g. Tests/CMakeLists.txt. In general, time out is really important for complex and long tests.

What is more, ctest manual documents --test-timeout option and says it is internal. So please add a hint (to TIMEOUT property) how to properly set timeout instead.
