[CMake] Adding support for Absoft Fortran compilers in CMake

Dredging this up from last year because it has become relevant again (for me). Has this effort gone anywhere? I don't use Absoft myself by my colleagues do and they want to add some Fortran code to one of my existing CMake based projects.
